President's Appeal to the nation

Fellow countrymen,

Today our country is mired in an extremely complicated crisis. Today we in the seven-party alliance and all the conscious citizens are devoting all our efforts on how to free the country out of this crisis. The crisis did neither come by itself nor was it created by anyone other than by the king and his extreme ambition of becoming the absolute ruler of the country.

It was incumbent on all sides to assist with positive feeling and to bring to a successful conclusion on the efforts of the seven-party alliance in their 12-point understanding with the Maoists who were engaged in armed conflict since the past several years, making them realize their responsibility for a peaceful, democratic, independent and dignified Nepal and thereby bringing them in the mainstream of national politics. But the manner in which the

current government constituted with the king at its head responded to this development showed that the royal government does not seek to restore peace in the country and it has become clear that it wants to prolong the autocratic regime pushing the country in the maelstrom of terror and violence and using this as justification to its continuance.

Today peace is the first and urgent requirement. But the current government is pursuing policies that push the country towards even more terrifying violence, even more devastating conflict and many other vicious traps of crises. The so called municipal election now being stage managed is the burning examples of such move. An election means people making their free choice. The first and the last condition of such exercise is fairness and freedom. But with least bit of sensitivity and further vitiating the atmosphere, with the ballot boxes kept surrounded by armed personnel, the scheming game of mock-elections and having hand-picked persons declared elected cannot be called an election. This election drama is being stage-managed only to strike a mortal blow to the nerve center of democracy thereby destroying the ideals and dignity of free and fair election process. None of us will find this acceptable at any cost. Therefore not only we in the seven-party alliance, but every segment of the Nepali nation --from civil society, human rights bodies, elite professionals including lawyers, journalists, teachers, professors, doctors, engineers, poets, writers, artists, women, students, workers, peasants, civil servants-- all have begun the campaign of actively boycotting this so-called election. This so called election opposed and boycotted by all the people of this country cannot have any social, political, moral and legal standing. As such I urge upon all international bodies and all well-wishers of Nepal including the U.N. and the nations of the world not to recognize this election.

Many nations of the world had embarked on the path of development together as Nepal did. Many of them have advanced well ahead. But Nepal is not moving ahead -- but is turning backward. Since the last few years, the country has been under the direct rule of the king. No work of development and construction has taken place during this period. The infrastructure already in place has also been destroyed. A comparative study of Nepal under the liberal democratic system and present day autocratic rule clearly confirms that the autocratic rule is an obstacle on each step of moving Nepal forward.

The sovereign people are the solid pillar of nation building. The people deprived of their rights will permanently be deprived of their opportunities of soldering the task of nation building. Their boundless energy will either be wasted away or they will have to channelize their energy in the struggle of attaining their rights. Therefore each struggle against totalitarian rule is the struggle for the nation's upliftment, a struggle for the better future of the country. Guided by this spirit, the goal and destination of the seven-parties engaged in the struggle today remain --the end of the autocratic rule of the king and restoration of complete democracy; we would restore peace resolving the armed conflict through forward moving political resolution. This would require the restoration of parliament, formation of an all-party government accountable to the parliament, creation of an interim government following the dialogue and understanding with the Maoists leading to the election of the Constituent Assembly. Our movement would have reached the point of rest only when we achieve these goals.

This people's movement of ours is being organized peacefully throughout the country. To these protests, the government has responded in the extremely intolerant manner, throwing off to the wind all democratic values, norms and showing disregard to all standards of human rights by declaring curfew orders, not only in the capital but in most places of the country. The entire nation today is turned into a huge prison by imposing prohibitory orders in many areas and obstructing telephone connections to many parts of the country. We all Nepalese are now condemned to live in a big prison house. Political leaders and activists have been maliciously and unjustly arrested in mass. The participants of the peaceful demonstration have been beaten mercilessly and many have received injuries losing their limbs. However, no such brutal suppression can defeat the resolve of the people who have been marching ahead in the movement of their struggle for promoting their rights and interests.

We are not engaged in this struggle for the lure of power, or in the interest of a certain political party or out of prejudice to someone. We are engaged in this struggle to safeguard Nepal from this all round destruction, terrifying crisis and conflict and to build a peaceful and prosperous Nepal and to uphold the rights, interest and dignity of all Nepali people. This movement would not come to a halt until the sovereignty and state power is completely restored in the hand of the people. Therefore I heartily call upon all political groups, members of civil society, human rights bodies, lawyers, journalists, doctors, engineers, teachers, professors, students, peasants, workers, women, civil servants and others from every walk of life and profession to support this movement from their respective places.

Dear brothers and sisters,
Look at those innocent little kids who are learning to crawl and walk to schools, and then think of this harrowing time of violence, the pain of excruciating poverty that makes the two ends meal uncertain, the suffering, torture and humiliation of those who have to seek jobs abroad for the mere sustenance of their family --do you want to leave them in such conditions or do you wish to do something for them? Certainly, you must do something for those little kids and for the well being of this country. This movement of ours is dedicated to those innocent kids, and it is dedicated for the deprived and destitute brothers and sisters.

The great leader B.P. Koirala had said - a moment also comes in the history of every nation when each citizen must defend the dignity of the nation even at the risk of one's life. Today Nepal stands at such critical moment of history. Let us not forget that only the successful conclusion of our movement can safeguard the nation out of this imminent danger. Given this context, I would like to call upon all democratic and people centered forces --Let us join in this movement whole-heartedly, and Let us carry this movement to such heights that the future generations need not engage again to fight for such rights. Let us fulfill our historic role. The most miserable conditions prevailing in the country today call upon you to rise for the occasion.
